Retired Executive
Jean C. Conley is a mission-driven financial executive and strategic advisor whose career has focused on strengthening the financial stewardship, governance and operational effectiveness of some of the nation’s most complex federally funded research and development centers (FFRDCs).
As vice president, chief financial officer, and treasurer of the Institute for Defense Analyses (IDA), she led the establishment of the organization’s enterprise risk management program, launched a multi-year modernization of enterprise business systems, oversaw financing for a $270 million headquarters project, and restructured core business functions to strengthen accountability, efficiency, and long-term organizational performance.
Previously, Ms. Conley served as vice president and chief financial officer at The MITRE Corporation, where she helped advance business strategy and process integration across the corporation’s seven federally funded research portfolios. Earlier in her career, at the California Institute of Technology’s Jet Propulsion Laboratory (JPL), she directed finance and contracts for NASA’s $2.3 billion research center, leading strategic initiatives that contributed to organizational achievements recognized by NASA’s Outstanding Public Leadership Medal and JPL’s highest leadership honor, the Magellan Award.
Ms. Conley is recognized for collaborative leadership, analytical rigor, and a steadfast commitment to mission excellence, sound governance, and public service.
